Local Enterprise Partnerships

Local Enterprise Partnerships (LEPs) are responsible for designing the EU investment strategies for the delivery of EU funding in England for 2014-2020.

What are LEPs?

LEPs are locally-owned partnerships between the public sector (local authorities) and private sector (businesses). Mit einem guten Apple Pay Casino wirds dann auch besser.

There are 39 LEP’s in England – see map – and they determine local economic priorities and undertake activities to promote economic growth and create local jobs.

LEPs come in different sizes and structures – some LEP’s have special interest groups, advisory panels, and the make-up of Boards differ in terms of public and private-sector and representatives from higher education/Universities.

What role do they have in EU funding?

Lord Heseltine’s report on growth made several recommendations on how the UK should pursue growth particularly around the mobilisation of the local economy including making the LEPs the principle delivery vehicle for the future of EU funding.

The government published guidance setting out the information that LEPs should include in the strategies and the criteria that will be used by Government to evaluate them.

The Local Enterprise Partnerships were asked to send their first draft of European Strategic and Investment Fund (ESIF) plans by 07 October 2013. Following government feedback, LEPs were asked to send their final ESIF plans for approval. The plans will be finalised by July 2014.

What are the funding allocations?

How can your organisation have a say?

According to NCVO data, less than half of the LEPs have individuals from the VCS sector on their boards and advisory groups.

However, the government issued a Preliminary Guidance to Local Enterprise Partnerships (April 2013) suggesting that they bring together all economic stakeholders to help set local priorities using EU funds. We have therefore written to all the LEPs to offer the sector’s expertise and assist in the development of their priorities.

NCVO is working with local partners in its European Funding Network, as well as NAVCA, Social Enterprise UK, and Cooperatives UK, to help charities build closer links with LEPs.

Regional Voices LEP engagement project

Regional Voices were contracted by NCVO European Funding Network to deliver a national piece of engagement and support work with civil society organisations and Local Enterprise Partnership (LEPs).

One East Midlands, in partnership with Regional Voices, delivered the LEP engagement project from August 2013-March 2014.  In delivering this project they aimed to

  • raise awareness of the EU SIF programme and the role of LEPS in this programme
  • support the engagement of the VCS with LEPs 
  • support the establishment of relationships between LEPs and the VCS
  • collect sector intelligence and evidence on engagement with LEPs and engagement with the EU SIF programme
