New Guidance on Community-led Local Development
The European Commission has produced a draft guidance on Community-led Local Development (CLLD) for the next EU Funding programme.
This draft guidance (ppt 828KB) has been jointly prepared by Commission DGs AGRI, EMPL, MARE and REGIO to help the authorities in the Member States to address CLLD in the Partnership Contracts and the respective programmes. It contains among others examples of the added value of the CLLD approach.
It follows the initial fact-sheet on CLLD by the Commission and they are taking comments from Managing Authorities until 22 February. The video together with the power point presentation of the web-streamed meeting is now available to view here.
You can also see the on-going discussion related to the preparation of delegated acts, implementing acts and guidance for the European Structural and Investment Funds (ESI) 2014-2020 on this dedicated webpage on the European Commission website. There is also some information on the expert meetings which provide a forum for informal consultation of experts on the approaches taken to regulation and guidance in various areas.
European Funding Network Position Update
NCVO’s EFN group has been involved in the negotiation of the new CSF funds through the informal consultation which happened in the spring of last year and more recently has participated in the 12 Road Show events over November and December to inform the thinking of government departments (including BIS (Department for Business, Innovation and Skills) DWP (Department for Work and Pensions), DCLG (Department for Communities and Local Government) and DEFRA (Department for Food and Rural Affairs)).

To prepare for the UK Partnership Agreement with the Commission, we are working with special interest groups to feed into the delivery model introduced by BIS during the roadshows. These working groups will focus on four main areas:- on community-level partnerships, social inclusion, social investment and environmental protection.
New ESF tendering round
The Skills Funding Agency announced a new ESF tendering round for young people NEET (not in education, employment or training) activity in England. Two pre-qualification questionnaire (PQQ) opened on 24 January 2013 and closed on 19 February 2013: one for providers on the Skills Funding Agency’s Register of Training Organisations; and another for organisations that are not on the Register.
The Invitation to Tender (ITT) that forms the next phase of this procurement process will be published on 4 March 2013 and will close at 5 April 2013.
